Requirement to return to Mass postponed in the Diocese of Dallas
In light of the recent surge in COVID cases and concern about the spread of the Delta variant, Bishop Edward Burns has postponed reinstating the requirement for Catholics to attend Mass in person in the Diocese of Dallas. The dispensation which waived this requirement had been scheduled to end on Sunday, August 15, 2021. Masses will continue to take place; however, the obligation to attend remains lifted.
According to Bishop Burns the decision will be reviewed frequently as more information becomes available. “This decision has not been made lightly as we all desire to get beyond the ongoing effects of this pandemic. We will continue to monitor this situation closely and as soon as we are safely able to do so, we will get back to normal.”
Bishop Burns went on to remind those who decide to attend Mass in-person that masks are expected to be worn, especially in Dallas County, but parishes will not single out or draw attention to those who are not wearing masks at Mass.
DECREE DELAYING LIFTING OF DISPENSATION
In March of 2020, all Catholics of the Diocese of Dallas were dispensed from the obligation to attend Mass on Sundays and other Holy Days of Obligation (canon 1247) as a result of the COVID-19 Pandemic.
On July 15, 2021, I announced that this dispensation would be lifted on August 15, 2021. Unfortunately, in light of current circumstances surrounding COVID-19, I am delaying the lifting of that dispensation and so hereby revoke the decree of July 15, 2021.
Therefore, the dispensation from the obligation to attend Mass on Sundays and other Holy Days of Obligation (canon 1247) as a result of the COVID-19 Pandemic remains in effect until it is revoked by me or my successor at a future date.
Additionally, the requirements of the Updated Phase 3 Decree, issued on April, 21 2021, remain in effect, especially the following:- As pastors have had many months working through the pandemic and are best able to determine the needs and concerns of their parishes, it is left to the judgment of the pastors to make decisions concerning the following:
- Maximum capacity requirements for Mass or other gatherings in parishes. While there is no diocesan-wide capacity requirement (either minimum or maximum), nor is there any requirement to leave every other row empty during Mass, pastors should establish a space (either a separate Mass time or a separated space in the church) that provides a fully socially-distanced environment for those with concerns about gathering.
- Masking and other sanitary policies, with the expectation that masks be worn out of charity for others, especially in Dallas County, but parishes are not to single out or draw attention to those who are not wearing masks at Mass and other liturgical celebrations.
- The frequency, gathering and seating requirements for any other event at parishes; pastors must remain mindful of the health concerns of their parishes and of the need to avoid unnecessarily large groupings of people.
- Maximum capacity requirements for Mass or other gatherings in parishes. While there is no diocesan-wide capacity requirement (either minimum or maximum), nor is there any requirement to leave every other row empty during Mass, pastors should establish a space (either a separate Mass time or a separated space in the church) that provides a fully socially-distanced environment for those with concerns about gathering.

El deber de regresar a Misa se pospone en la Diócesis de Dallas
En vista del reciente aumento de casos de COVID y la inquietud por la propagación de la variante Delta, el Obispo Edward Burns ha pospuesto restablecer el deber de los Católicos de asistir presencialmente a Misa en la Diócesis de Dallas. La dispensa que suspendió este deber estaba programada para terminar el domingo 15 de agosto de 2021. Las Misas seguirán celebrándose, sin embargo, el deber de asistir continúa dispensado.
De acuerdo al Obispo Burns la decisión será revisada regularmente conforme haya más información disponible. «Esta decisión no se ha tomado a la ligera ya que todos deseamos superar los efectos continuos de esta pandemia. DECRETO PARA POSTPONER EL RETIRO DE LA DISPENSA
En marzo de 2020, todos los Católicos de la Diócesis de Dallas fueron dispensados de la obligación de asistir a Misa los domingos y otras Fiestas de Precepto (canon 1247) como resultado de la pandemia del COVID-19.
El 15 de julio de 2021, anuncié que esta dispensa sería retirada el 15 de agosto de 2021. Desafortunadamente, en vista de las circunstancias actuales del COVID-19, estoy posponiendo el retiro de la dispensa y por medio de la presente revoco el decreto del 15 de julio de 2021.
Por lo tanto, la dispensa de la obligación de asistir a Misa los domingos y otras Fiestas de Precepto (canon 1247) como resultado de la pandemia del COVID-19 permanece en efecto hasta ser revocada por mí o por mi sucesor en una fecha futura.
Además, los requerimientos del Decreto Actualizado de la Fase 3 emitido el 21 de abril de 2021 continúan en efecto especialmente los siguientes:- Ya que los párrocos han estado trabajando durante la pandemia por muchos meses y son los más aptos para determinar las necesidades e inquietudes de sus parroquias, se deja a su criterio tomar decisiones relacionadas con lo siguiente:
- Los límites de capacidad máxima para la Misa u otras reuniones en las parroquias. Si bien no existe un límite de capacidad establecido a nivel diocesano (mínimo o máximo), ni es un requisito dejar vacía cada segunda línea de bancas durante la Misa, los párrocos deben establecer un espacio (ya sea un horario de Misa determinado o un espacio separado en la iglesia) que provea un ambiente con pleno distanciamiento social para quienes les causa inquietud participar en reuniones.
- El uso de cubiertas faciales y otras medidas sanitarias, con la expectativa de que las cubiertas faciales sean usadas como un acto de caridad al prójimo, especialmente en el de Dallas, sin embargo, las parroquias no deberán señalar o llamar la atención hacia a las personas que no usen las cubiertas faciales en Misa y otras celebraciones liturgicas.
- Los requerimientos de frecuencia, reunión y acomodo para cualquier otro evento en las parroquias; los párrocos deben permanecer atentos a las inquietudes y consideraciones de salud de sus parroquias y a la necesidad de evitar agrupaciones de gente que sean innecesariamente grandes.
- Los límites de capacidad máxima para la Misa u otras reuniones en las parroquias. Si bien no existe un límite de capacidad establecido a nivel diocesano (mínimo o máximo), ni es un requisito dejar vacía cada segunda línea de bancas durante la Misa, los párrocos deben establecer un espacio (ya sea un horario de Misa determinado o un espacio separado en la iglesia) que provea un ambiente con pleno distanciamiento social para quienes les causa inquietud participar en reuniones.
